The Hong Kong Top Talent Pass lets high earners and graduates of listed universities enter without a job offer. Category A needs HK$2.5 million of income in the prior year. Categories B and C need an eligible university degree, and B adds three years of work experience in the past five. Initial stays run 24 to 36 months.
This guide is the cluster article for the Hong Kong work visa and relocation hub. It covers who qualifies, what the Immigration Department (ImmD) asks for, how long a decision takes, and what happens at renewal. The figures below come from the ImmD scheme page dated 10 July 2026 and its FAQ. ImmD says eligibility criteria can change without notice, so check the live page before you pay a fee.
What Hong Kong's Top Talent Pass Scheme Actually Gives You
The Top Talent Pass Scheme (TTPS) is part of Hong Kong's effort to attract top talents and international talent, and it is a credential-based route. Any talent can apply for the TTPS if they meet the eligibility criteria, and global talent from outside the Hong Kong Special Administrative Region does not need a Hong Kong resident to sponsor them. You qualify on income or education, not on a sponsor. That separates it from the General Employment Policy, where a confirmed job offer is the core requirement, and we compare the two in our employment visa guide.
Persons admitted under the TTPS are free to take up employment in Hong Kong, so they can work in Hong Kong for any employer and run or join a business in Hong Kong. Once admitted, you can stay in Hong Kong and take a job, change employer, start a business or join one, all without asking ImmD first. Your spouse and unmarried children under 18 can come as dependants, and ImmD allows them to work or study.
Two limits matter from day one. The initial stay can be granted only once, and ImmD does not allow a second TTPS application after you leave and your stay lapses. The Government of Hong Kong frames the pass as a way to add to the workforce, but approval is also discretionary. Nor is it a work permit tied to one employer. The Director of Immigration can refuse an application even when every criterion is met.
Who Qualifies for the Hong Kong Top Talent Pass: Category A, B and C Compared
ImmD sorts applicants into three categories. All three share the same baseline: no security objection, no known record of serious crime, a valid travel document, and no likelihood of becoming a burden on Hong Kong. Nationals of Afghanistan, Cuba and the Democratic People's Republic of Korea (DPRK) are excluded, and ImmD asks for no known criminal record.
Category A | Category B | Category C | |
|---|---|---|---|
Basis | Annual income of HK$2.5 million or more in the year before applying | Degree from an eligible university plus at least three years of work experience in the past five years | Degree from an eligible university earned in the past five years, with less than three years of work experience |
Quota | None stated | None stated | 10,000 a year, first come first served |
Initial stay | 36 months | 24 months | 24 months |
How ImmD counts the Category A income
The HK$2.5 million figure covers salary, allowances, stock options and profits from companies you own. Personal investment income does not count. If the income comes from a business, ImmD generally expects you to have held the shares throughout the tax year before you apply.
The ImmD FAQ describes qualifying income as taxable employment or business income, and it does not say whether the figure is measured before or after tax. That gap is worth settling in writing with a consultant before you rely on a borderline number.
Which universities count
The aggregate list of eligible universities is compiled by the Labour and Welfare Bureau. It draws on the world's top 100 universities in four designated world university rankings, namely QS World University Rankings, Times Higher Education World University Rankings, the Academic Ranking of World Universities and U.S. News & World Report. It also covers the top 20 Mainland universities under the Shanghai Jiao Tong University Best Chinese Universities Ranking, and specialized hotel and art-and-design schools. Continuing education arms, branch schools and extension schools are not accepted, and neither are honorary degrees.
Check the current aggregate list yourself. Rankings move each year, and a school that qualified for a friend two years ago may not qualify today.
The Category C quota
Category C is the crowded door. With a 10,000 annual quota allocated first come first served, timing matters more here than in A or B. Non-local students who earned an undergraduate degree in a full-time, locally accredited Hong Kong program are excluded from Category C altogether.
Eligibility Criteria for Entry: How ImmD Reads the Dates
ImmD measures every category from the date of application. Category A looks at income in the year immediately preceding the date of application. Category B looks at work experience over the past five years immediately preceding the date of application, and it needs at least three years of work experience in that window. Category C of the TTPS is for graduates whose degree came in the five years immediately preceding the date, assessed as at the date of application with less than three years of work experience.
Category C is subject to an annual quota. Category C does not apply to non-local students who earned an undergraduate degree through a full-time, locally-accredited programme in Hong Kong, and the TTPS does not apply to the nationals ImmD excludes. The degree must also be equivalent to the recognised Hong Kong standard of bachelor's degrees, so a short course or a diploma from an eligible university will not count.
Eligible universities refer to the aggregate list. It follows the university rankings compiled by Times Higher Education, Quacquarelli Symonds (QS), U.S. News & World Report and ShanghaiRanking. It covers the top 100 universities in the past five years. The cut-off comes from the four designated world university rankings in the past five years of data, plus the top five institutions for hospitality and leisure management and the top five specialised institutions for art and design. Graduates from the world's top universities and from the top 20 Mainland universities qualify, which is why hospitality and design schools matter to some applicants. Check the university rankings in the discipline you studied, because a school can sit on the list for one subject only.
Which Documents Does ImmD Ask For?
Exact requirements vary by category, so use the table on the ImmD page as your final checklist. The core items are consistent.
- A recent photograph and a valid travel document
- Your Hong Kong identity document, such as an ID card, if you hold one
- Category A: proof of income of HK$2.5 million or more, such as salaries tax notices or profits tax assessments
- Categories B and C: the official degree certificate, a transcript and verification proof
- Category B: documents proving your work experience
- Mainland residents: a consent letter from the employer or the relevant Mainland authority, because Mainland China has its own exit rules
- A certified translation of anything not written in Chinese or English
Degree verification must come from a third-party credential verification organization or from the awarding institution itself. A scan of the certificate alone will not do.
If you are a PRC passport holder living overseas, ImmD adds a condition. You must either hold permanent residence overseas, or have lived overseas for at least one year before applying and apply from there.
How to Apply Step by Step
Applications under the TTPS run online through the GovHK platform, and you apply to the TTPS under one category at a time. Upon application, ImmD checks the file against the criteria, so confirm each date before submission of an application. The steps below follow the ImmD process.
- Confirm your category and check your degree against the current aggregate list.
- Collect and verify your documents, including the third-party degree verification where it applies.
- Submit the application online, upload the documents and pay the non-refundable application fee.
- Wait for a decision. ImmD normally takes about 4 weeks once it has all documents and fees.
- If approved, pay the visa issuance fee and collect your e-Visa.
ImmD does not state the fee amounts on the scheme page. They sit in its fee table, and each dependant pays too. Mainland residents also need an Exit-entry Permit with the right endorsement.
One practical warning. Applicants who submit incomplete or mismatched paperwork lose the most time, because ImmD counts its 4 weeks from the point it holds everything. A missing verification letter can add weeks before the clock even starts.
What Happens After You Arrive
You are free to work, change jobs or run a business, but the pass is not permanent, and ImmD will test your position again at renewal. Spending the first months building evidence of stable income or a working company is the sensible use of that time.
Keep a simple file as you go. Payslips or invoices, contracts, tax filings, company registration documents and bank statements all help later. One tidy folder is far easier to submit than a year of scattered emails, and it lets a reviewer see the story at a glance.
Returning travelers do not need a re-entry visa if they come back within the permitted stay and their residency circumstances have not changed. Making a false statement to an immigration officer is an offense, and any permission granted on that basis has no effect.
How Does the Application for Extension of Stay Work?
An extension is where many holders discover the pass was only a bridge. Persons admitted under the TTPS may apply for extension of stay on time if they can show stable employment or a business. A further stay under the TTPS will normally be granted for up to three years, and a holder may be granted an extension of stay of that length. A holder who meets the test will normally be granted an extension, but ImmD says approval is never guaranteed. Upon applying for extension, you should be able to reside in Hong Kong and show your income, and an applicant who stays in Hong Kong with no job or business may be refused. ImmD grants the first period on credentials, but it extends on what you have done in Hong Kong.
Apply within the window: apply online within 3 months before your limit of stay ends, and ImmD asks for at least 6 weeks of lead time. You must be physically in Hong Kong when you apply, pay and collect the e-Visa. Processing normally takes 2 to 3 weeks.
Your situation | What ImmD looks for | Typical grant |
|---|---|---|
Employed | Stable income, a job normally taken up by degree holders or professionals, and market-level pay | Up to 3 years, or until the contract ends if sooner |
Running a business | A business that is operating healthily and sustainably and contributes to the economy | Up to 3 years |
Top-tier employment stream | At least 2 years under the pass and assessable salaries tax income of HK$2 million or more in the previous tax year | Normally 6 years |
If you have not yet submitted your degree verification, Categories B and C must do so at this stage. Holders who cannot show a job or business may be refused, so a gap in income right before renewal is the risk to plan around. Keep your tax records in order, because ImmD reads income evidence closely.
Switching to Other Hong Kong Talent Schemes, Family and Permanent Residence
Some holders move to one of the other talent admission schemes before the TTPS stay ends, most often the General Employment Policy once they have a sponsoring employer. That is a legitimate path, though it is a fresh application with its own criteria, not an automatic conversion.
Your dependants' stay is usually linked to yours, which means a refused extension for you affects the whole household. Each dependant also pays the application fee and, after approval, the visa issuance fee. The full rules are in our dependant visa guide.
ImmD states that right of abode becomes available after 7 continuous years of ordinary residence. Holders who have remained in Hong Kong for two years under the pass may also qualify for the top-tier stream, and seven years of holding the pass, its extensions or a later scheme can count toward that, provided the residence is genuine. Our permanent residency guide explains how ImmD tests it.
What Commonly Goes Wrong
Most refusals trace back to a short list of causes, and ImmD does not publish reason statistics, so treat this as criteria-based reasoning, not a ranking.
- Income that includes investment returns, which ImmD excludes
- A degree from a branch campus or extension school that sits outside the eligible universities list
- Work experience that cannot be documented by the employer
- Applying in Category C after the quota has filled
- Inconsistent dates between the CV, the transcript and the verification report
If a refusal does happen, our refusal and appeal guide explains what you can and cannot do next.
Category B applicants with solid documents usually face the least risk, because there is no quota and the test is checkable. Category C looks easy on paper, but the quota and the 5-year graduation window make it the one to file early.
Next Steps Before You Apply for the Hong Kong Top Talent Pass
Start with a clean decision between categories, because a borderline Category A claim is better filed as B if you have the experience and the degree. Then confirm the university against the current list, verify the degree, and assemble income proof that matches your tax records.
If you are still weighing the pass against other routes, compare each option first and then return here to prepare the file. LAINEXUS also supports applicants through its Hong Kong visa service, and you can start from the LAINEXUS homepage if you want a consultation.
This article is general information, not legal or immigration advice. ImmD decides each case at its discretion and can change criteria without notice, so confirm every figure on the ImmD TTPS page and the ImmD FAQ before filing.
Frequently Asked Questions
Do I need a job offer for the TTPS?
No. ImmD does not require a job offer before you apply. You qualify on income or on a degree from an eligible university. After admission you may take a job or start a business without asking ImmD for permission. A job or business matters later, at the extension stage.
Can I bring my family on this pass?
Yes. Your spouse or recognized partner and your unmarried dependent children under 18 can apply as dependants. You must show a genuine relationship, support them well above subsistence level and provide suitable accommodation. ImmD allows dependants admitted this way to work or study in Hong Kong.
How long does a decision take?
ImmD normally takes about 4 weeks for the initial application after it receives all documents and fees. Extensions usually take 2 to 3 weeks. These are normal timeframes, not guarantees, and the clock does not start until your paperwork is complete.
Can I apply again if my stay expires?
No. The initial stay under the scheme can be granted only once, according to the ImmD FAQ. If your stay has lapsed after you left, you would need to look at other immigration schemes instead, such as the General Employment Policy with a sponsoring employer.
What is the Category C quota?
The ImmD FAQ gives the Category C annual quota as 10,000, allocated first come first served. Categories A and B have no quota stated. Because the quota can fill, Category C applicants should prepare verification documents early and file promptly.
